INTRODUCTION The Rural Alaska Community Action Program, or RurAL CAP, is a leading nonprofit organization in Alaska whose mission is "to protect and improve the quality of life for rural Alaskans through education, training, direct services, advocacy and strengthening rural people's ability to advocate for themselves." RurAL CAP began in 1965 as a consequence of the 1964 Economic Opportunity Act. In pursuing its mission it has started or otherwise managed well over a dozen statewide programs, including Head Start, weatherization assistance programs, information services, programs related to alcohol abuse, AmeriCorps, and a program to provide legal assistance to villages. By 1995 RurAL CAP's annual budget exceeded $8 million, and it had over 200 employees.
